Using MonoxideC's HMT source as a guide, I'd like to make a program whose only function will be to properly import chunks / permutations. However, I have absolutely no idea where to begin.

I have experience with QBASIC (yeah, that'll be REAL handy...) and a very base knowledge of C++. From what I understand, Visual Basic is at least somewhat similar to QBASIC and is what HMT was coded in. Any tips / suggestions?

What exactly do you mean by properly import chunks and permutations? Also as long as you have a basic understanding of programming concepts (loops, ifs, arrays) it shouldn't be too hard to pick up a new dialect of basic.
