You tell them the password and have them type:
rcon "password" something something something.
rcon "password" something something something.

lets say you want the rcon to be poo
you type
` sv_rcon_password poo
then when you use a command, you do
rcon poo sv_COMMAND
you type
` sv_rcon_password poo
then when you use a command, you do
rcon poo sv_COMMAND
