Why Does HMT Hate Me?

Im rebuilding a map with a few duplicated tags, and a non-A SP-MP BSP conversion.
First build, forgot to hex edit the scenario file. Ooops, my bad.
Second build built fine, however several weapons caused exception as soon as they were picked up. Okay whatever, new build time
Third and Fourth Build caused the BSP to render with the wrong bitmaps in SparkEdit, and gave an exception error on loading in Halo.
Fifth build, hasn't completed. When it's compiling tag relationships, I get an error saying that "mapname".sbsp.meta is being used by another process, which is bull, because it's not and I know it's not. Even running solely HMT, it still gives me that error. So unless HMT, is not letting itself use the file, It makes no sense.
So really now, what's up with HMT? Is there an Anti-Let-DeadHamster-Make-a-Mod feature I havent read about? Or am I just having bad luck?
Any advise on fixing the fifth build error would be lovely.
