host cant join dedi

i set up an inti file for my friend so he can host a dedi for me but he cant join it. i can. heres the inti file:

sv_mapcycle_timeout 15

those are CE maps <_< and btw they arent pc cuz i didnt convert them

i know there are only 3 people that can do a multi bsp conversion

Are you already connected to him some how via Messenger or AIM, some times that could be the problem, im not sure if thats the case here but you never know.
