HMT+HHT don't work

when ever i try 2 open hmt or hht it says"the application failed to initialize properly(0xc0000135). WHAT IS WRONG?!?[/b]

In order to run HMT and HHT, thou shalt d/l the .Net Framework

note: the framework left side not the SDK
