HaloMods "Classic" Read-only Archive

I know this sounds n00bish, but how do I use the Halo PC downloads? When I download it, it says: "cannot find config.txt". What am I supposed to do:?:

Get PPF-O-Matic from the xbox utility section. (works for HPC too.) then read our tutorial on applying PPF patches.
