change order of sniper rifle animation

How do I make it so after every shot masterchief will cock the sniper rifle, but not reload it, I want a sniper rifle that has to be cocked but not reloaded after every shot.

well i would make it reload after every bullet and make it reload like 0.25 bullets every reaload that way you kinda get it but you need halo ce for the real deal

The most practical way would be to do it in 3ds Max, then port it to PC.
