How to make other people be able to use mods?

WITHOUT them having the mod itself? I had a 2 mods that did that before...so dont say its impossible.

to make joiner friendly mods...you can only edit certain things because only certain things sync online

You can move stuff around using SparkEdit, but there's not much else you can do with other people seeing it. (this question is asked a lot)

because i used to have a mod where you could fly vehicles, snipers shot tank shells, there was a nuke one, uhh.....a whole bunch of stuff.
