HaloMods "Classic" Read-only Archive

I need help with applying and using the ppf files for Halo PC. See I use the HHH (Helpful Halo Hacking) tool, I can get the mod patched, thats not the problem. The problem I am having is when I go to try out the mod when the level starts to load what happens is the game minimizes, goes back to my desktop and a window pops up saying "Gathering Exemption Files" or something like that, I have let it go and all it does is say it has encountered a problem and quits! Am I doing something wrong or is something fucked up? Help!
Does any of the Stealth Gulch mods even work?

The error comes from the mod itself. The person who made the .ppf did something wrong and Halo doesn't like it.
