PPFs

When I try to apply PPFs i use HHHT; but when i actually click on the PPF i want to apply it never fully applies it. eg; a PPF with 112 would only apply about 56, and this is with every PPF. I followed the tutorial exactly but they dont load. and when i try to load the corresponding map there is no change, or it gathers exceptional information. whats wrong?
