These plugins do not improve the game's performance, they let you do more advanced things in Halo modding.
First, make sure you have HMT 3.5. Open up the HMT folder, select the "Plugins" folder, copy it, and paste it. Rename this folder "Backup Plugins". Never change the contents of this folder. Then paste the 60 plugins into the "Plugins" folder.
