Kore's Halo Tweaker isn't working

Whenever I click on a PPF or kore's halo tweaker (the program itself), it says it's configuring the installation or something, then that it refers to a network source that is unavailable. It says I need the installer (kores_halo_tweaker.exe). What's wrong? Just yesterday I could use it.
