My guess is that the SDK will be able to do anything we can do now, and more...There may be a few things a select few with a strong knowledge of the map format itself could still do that the SDK couldn't, but I doubt this would be of any real use with the SDK's abilities to replace it...
The biggest downfall I can see of the SDK, is whether or not it supports opening the current maps or not...If it can only build new maps, and not extract old ones, then it will fill the void for people who wish to do TC's, but basic modders will have to remain doing things the old way, by hand or with community tools...
