Ok I've read the FAQ but I have far to many suggestions. And a lot fo this can be considered a great challenge for the lot of you.
Modify Single Player Maps for Single Player Purposes, Including Design, Mission, AI enemies and allies, AI scripts, Save Points, Load Points, Environmental/Situtainal Dynamic Music (not sure if thats the term).
Modify the Pelican Model to have rockets and a chin cannon, rockets controled by the Pelican Pilot, Chin by a secondary pilot. Rear gunner optional however, and the float/vstol logic with auto leveling when not moving.
Reskin Master Chief with a Marine's.
Create the Shadow the warthog of the covies.
Create a Shark, A PT boat with seating for 6, 1 Pilot, 1 gunner, and 4 passengers, Extra weapon could be torpedos, (basically an underwater tank cannon that is fixed position)
If parts of viechles can be made by cut/paste for the model. This would have turrent from the warthog, and pelican seats for the other parts. Look for the concept drawing from the bungie site for inspiration. The rocket launcher version could be called a hammerhead.
(will replace the hogs)
Then a map which features a very deep ocean and two Islands (all edges into it must be smooth or non existent for 'drowning'.
Import the Single player Tank into Multiplayer (there is a difference)
Give the Tank, Warhog pilot setup, one pilot and one gunner. The single player tank can be modified to have to cockpits hopefully.
Using the turrent mod, create one of those cannons at the base from The Flood novel. Top part of the tank with rotating barrels and homing shots.
Change Single Player day to night.
Create multiplayer elevators and Switch doors (I've never seen this done, but if it can be possible Got a great idea for a MP map modification.)
Possible to make gravity switched from the game and affect from different directions.
Light Bridges from the Single Player to Mutiplayer.
Timed switches
Have out of gamplay scripts.
Highly reflective glass.
Have mods affect only one Sp level at a time.
Use some of the unused in game scenes for SP (staging area in the beginnign of the game) as parts of maps.

Have the assault rifel with a grenade launcher as where the grenade button is pressed it will shoot the frag grenade intead of the rifel bullets or tossing one (one way to make a new weapon without replacing litterally).

Create an AI logic that causes one beavior to purposly shoot allies but not realiate on that one shooter.
Create 'bounceware' armors on viechles or places in MP
Using Proxy logic from the doors create tossed mines with it give it grenade at rest logic but the trigger isn;t the timer but the proximity. (interesting concept, still low priority and a grenade replacement)

An infinet enemy generator, (The flood intoduction stage near the end featured this as well as the next ship stage where you jump from the ship into the coolant.)

You have some good and creative ideas, but unfortunatly most of them are almost impossible at this time, changing ai, effects, autoleveling, etc are all things that for to be able to make need new code in the game, we can change stuff in the game and all but alot of the things you are saying would be more like adding and making our own game in a way, some things right now could be done just not as u would see it, like we could change some of the models around and make it look like what u are talking about and change some projectiles around but we cant do things like add weapons to the pelican and stuff, they are good ideas and show signs of a good modder, so just keep the ideas flowing and try to bring some of them to life.
just do you know, any mod affects only that map, unless you're dealing with either the ui (ui.map), the bitmaps (bitmaps.map), or the sounds (sounds.map)...
just to note, most of the things youve said are impossible (like Beastman has said), like creating our own maps, etc, but some of the things you've said are quite possible, like a pyro grenade (mostly), and being able to shoot out health packs...
all in all I agree that you have some creative ideas, and I think you could be a great modder... I also think that you would be an awesome skinner...

Erm... a lot of this is basically hardcoded into the .exe of the game, which we can't really touch legally. I'm not sure how model editing has progressed, but I'll tell ya, getting the rockets and the guns to shoot from the right positions on an edited model would indeed be a heck of a task. Erm... theres 2 cockpits for the Scorpion, but one is just eye candy. You could easily make it so that one of the passengers manages the gun however. Takes the fun out of 1x1 MP Tank games though...Give the Tank, Warhog pilot setup, one pilot and one gunner. The single player tank can be modified to have to cockpits hopefully.

Would be quite nice in fact... Destroyable Banshees are possible, as are Ghosts, and Wraiths if they ever get ported to MP. Hogs and Scorpions (And pelicans) don't have destroyed versions, however. First off I do know there are limitations to programming based off other programs. But the halo physics engine is very powerful and has many variables. Also some of the weapons have introduced several new variables.
I currently dont know to about the actual programming itself but have enough understanding of the lingo to understand what is going on. I used to design games for a small venture I used to own few years back.
Well that a big bummer about being unable to entirely replace Single player missions.
But most of these Ideas where for an expansion pack like deal mabey the team that makes it give it to Bungie for consideration. Im sure we could ask also for permission for such endevor.
Few last questions Do companies evntually release the rights to exect files of old games?
Possible to make a multiplayer map a mission (scirpts, stuff the works)?
Do MC reskins replace colors or just the entire model?

For those who don't know what the shadow is its a LRV for the covenant similar to the warthog in creation for Halo 2, features a pilot, Shotgunner, and Tail gunner which features the shade turrent, (like the creep APCs).
Conceptual Drawings can be found at the offical website. This would require to reskin a warthog and give it the same driving properties of the ghost. This can spicen things up having a warthog vs. shadows.
Also for those who don't know the 'shark' (unoffical name but keeping with the theme here) was originally the invasion craft for the silent cartographer. Conceptual drawing can be found from teh offical website for the first game. It was a 4 or six I forgot fast boat with a gunner and pilot.
Also why can to buthcer parts of viechles and keep thier properites along with it. They did it with the turrent mods?
The 'Flood' Gultch was a nifty Idea for a MP map if the shark can exist. Just respawns for viechles should be a shorter time and teleporter can be the other option to get to the other island. As for water viechle graphics interation (noting from the Xbox version since I do not have a high end computer) there is effects going thorugh the water in a warthog.
