An interesting idea, but need help....pros may be interested

Okay, I'm currently working on a mod that encorporates the xray scopes, (Vegito will hopefully help me and he will get full credit) and there is something that I would like to know. You know when you get an OverShield? And then there is a flash for a sec or two of a purple-greeney type thing? Well what I want to know is: How would you get it so that your.... um..... I suppose screen would be constantly like that purple greeney effect?

Whoever comes up with a solution, if there is one, will get full credit.
