How to add independent flames

in a few mods i have seen just flams burning at a set location, how can i add thies ?

I believe the flame is a piece of scenery, imported from The Maw (d40). extract that, and rebuild an MP map with it (no PMIing required, I believe).

You don't need to PMI scenery.
