hey i dont know if this has been brought up before but has anyone made any sound mods? if so post a link in this forum or tell me no.

By mods do you mean like, mods in a Halo game that are based around sound?

Or are you just talking about modifying .ogg files?

yeah i mean like swaping the pelican engin ogg with the banshee ogg and then havin the banshee sound like a pelican when it takes off.

Answer: Yes, people have made the mods you are talking about (technically, it's not sound modding, it's just playing with offsets and dependencies, so it's map modding ).
