A New Mod Idea, need some help

Okay, I was playing yesterday (halo), and I thought of a pretty cool mod, but I have a few questions before I can proceed.
1. Is it possible to change the places where you find the weapons?
2. Is it possible to add more of the same weapons?
3. How do you make bases and buildings using the metal looking material, (I see it on alot of mods)
4. Can you make free floating islands?
Basically, I want to add one floor above each base at bg, then connect both the 1st floors & 3rd floors with tunnels I will also add two halls coming from the second story of each base, one will lead to a "small arms" cache filled with some of the smaller, weaker weapons. The other hall will lead to a room containing the flag. Next, I will have two side halls coming from the 1st story tunnel. These will be the "vehicle rooms", rooms (for each base) filled with 2 hogs, 2 banshees (if I can), and 2 normal ghosts. These rooms will be the only way out of the complex (all covered with ceiling. Now, once you are outside, you will find two different rooms at each end of the level next to the bases. These rooms are the "large arms" cache. These rooms contain piles of high power weapons (except one). And, if you take the banshee for a spin, you may find a small island hovering over the whole level. This platform will contain one nuke launcher. Well, I will add a pic (drawing) asap. I hope that this can be done, and I hope that I can do it (I have no idea how to mod), thanks for the help.

Okay, I still need to put my concept pic on, but i was wondering, can you use spark edit to move around the building blocks (using the building blocks ppf), or is spark edit for looking only?

Okay, I have some pics now, yay!. They are on a yahoo photo album thiny. The first one is my original concept drawing. Its a bit hard to read, but it can be done. The next one is a picture of the work in progress. On it, you can see the base is coming up, and part of what will be the flag room. Just one question to anybody who has an answer. Are you allowed to overlap objects? Anyway, by the way things are going, I might be working on the building of the level for about a week. Then, I will release a version that will have the original vehicles and weapons. Then, I will work on trying to change some of the guns. Anyway, I hope it comes out good. I will try to update as much as possible.

Well, my mod is going good. The next image shows the tunnel or road + a large field, which will be divided into the vehicle rooms. By the way things are looking, I may have to make the second tunnel (supposed to be third floor) in the air and connected by warp tunnels. Hopefully by tommorow. I will have the first tunnel complete and I can finish the vehicle rooms, and fill them with, you know what! Vehicles. Anyway, I may be done sooner than planned, and I can then begin work on a few new ideas in my head (one of my neighborhood complete with a real representation of my house), or, the wal-mart, and albertsons on the south side of town complete with expressway and warthogs in parking lots, and expressways (maybe some elite ai in the store, shopping for clothes, or groceries?). Anyway, I will try to make my first mod not suck, and ill keep all of you, (or just Shadow Fox) informed on me mod. Have fun, eat right, and play guitar (and halo), all of the time.

Lmao, that Wal-Mart thing sounds cool, kinda reminds me of a map that would be good in Counter Strike.

But your mod looks good, if you ask me.
So, are you planning on adding new weapons? Or will you just edit the old ones to make them more fun?

And it's true: Eat right and play the guitar!!!
