Okay im no expert but i can help, I installed it like freaking 100 times because of my brother, well you suppose to download it in windows update that wherei always download it and also check if you are the administrator because yeah if your a guest or what ever it wont let you install ANYTHING

Well if you dont know where this Windows Update is...well you go to your start button.

Go to control Pannel.

Now on the left there should be a "see also" list.
open that list and the windows update should be there.

NOw if you are unsure on how to use this Windows Update.

then ill help.

When you click the windows update its going to load you a page it takes a while on my pc, then click on "scan for updates"

Then when its done scaning go to "windows xp" on the left list, click on it.

Now you should get a big list if you havent updated, just scroll down and look for Netframeworks Then click "add"

Then after you added it click on "review and install update"

After you click install ( note you may have something else included in your list you can press on the "remove" button if you dont want it)

I hope ive been a good help.
