Why do you want to change something, if you don't even know what it is. 
Anyhow, the FoV is the angle around you at which you can see. Like, how far to the left and right. When you zoom in with a weapon, or binoculars... your FoV is decreased.

The FOV is contained in the default.xbe. Poke around enough and you'll find it.
