How do I make the AR Round go slow?

Well how do I? I'm working on a Hang Em' High Matrix mod. Also does anyone have a Matrix code DDS file that would work for halo. You know make the ground and walls matrixy. Edit: This is for Pc so can some mod move it again to PC section?

umm to make bullets go slow you have to go into hmt/hht
then go to Projectile and find the assault rifle bullet
where it says Initial Speed and Final speed you have to change that...
try the needlers speed
