n00b, BIOS and Mod chips

ok i got a pre moddified xbox with an Xecuter 2.6 chip + 120 gig hdd. ok im getting it 2morow. and i just read this

it talked abotu having to put BIOS on it, so first of all the chip im getting dosnt already have BIOS on it? and Second why is it illegal to talk about where to get the BIOS??? Isnt talking about where to get mod chips and stuff like modding illegal to?
