How can i do this?

Hey yall, im a noob here. I have been downloading these mods for halo that are just insane, but i just cant help wondering when im playing these mods is "how can u do this?" Is there some sort of program? I need to know how u can make the gun models, the scenery, the vehicles and everything else in a multiplay lvl different. Plz no flame. Really appreciate feedback. Lookin foward to make sum sort of paintball mod of my own. thx
