new mod idea, HASNT been done, anybody want it?

can anyone make a 3rd person mod, so that ur like outside MC like in splinter cell. Id be kind of cool, maybe the controlls wouldnt be perfect (when u rotate the left thumbstick the movement probably wont be perfect)
please can anyone do this mod, id be sweet, just make the viewpoint like slightly above, and behind MC, like splintercell or anyother 3rd person game (for reference). PLEASE!!! Id really like this mod, id bet it would make outstanding mods!
