FTP connection problem

FTP connection problem
whenever i plug in the xbox it says it sends the packets but doesn't recieve them. and when i try to connect it doesn't say the ip adresse exists. i have a x-over cable and i made sure all of the settings were correct. could you help me? xbox-scene.com didn't help.
