base is kinda cool.

waterfalls... no

and map overall. looks decent but needs work.

Looks a bit ugly, the waterfalls and streams need work, aswell as Scenery placement. Overall, Not really that good.

He can probably expect to be banned outright for making another account in evading a ban.

Well, it's certainly better than some of the other noob maps, but the modeling is awful. You need to seriously work of those cliffs.
