Im trying to weld the verticies selected. Ive selected 6 of them, I changed the threshold to 1.0, and when I click the button to weld, it comes up with this:

Um, you're trying to weld a box?
That's not how you add a base to your map.
You have to attach it (select the map and find "attach" in the Editable Mesh thing) then select the um, box.
Then you have to go and create new geometry that physically attaches them (make sure to make it smooth... )
If you're trying to collapse them (force them all to the same point) you have to hit the collapse button...

I know, i'm not to that part yet, I just want to weld those 6 end verticies together so its more of an accessable ramp, instead of a base where you have to jump over a square area to get onto the base.

You can't weld those vertices because they're not on the exact same spot. Give them all the same X, Y, and Z coordinates, and they can be welded together.

Convert your object to an editable poly, click target weld, select the vertice you want to weld, and then drag it to the vertyce you want it to weld to.
Pretty easy

Ok, well, that is done, now I have a new problem, my map won't export, I liked everything to the frame and I get an error:
Im using the 3Ds max 6 blitzkrieg, and I'm using 3ds max 7, could that be the problem?

Something is messed up with either an object type (may have a modifier on it, convert it to editable mesh) or a material id (make sure they are all valid)

Well, everything did have a couple of modifyer tabs on it, so I made everything into an editable mesh, then I tried exporting and it did the same thing

And I don't know what could be wrong with the material ID's, they are set correctly.

What box? Skybox or the frame? It's more than likely that it isnt the frame. Ill just redo the map model.

Is your ramp in there?
You have to check everything to make sure that it is all set up with the right material IDs, otherwise it won't export.

Looks like you installed bliz wrong. Do you have all the dll in the proper place?

If he installed Blitzkreig incorrectly, it would give him an error when he starts 3ds max and "JMS" wouldn't appear in the export file type list.

If you leave out a dll sometimes bliz will launch then crash everytime you use it. Trust me I know this from experiance, and about the Material Ids I don't think they mater much I've always done what ever I wanted to with them a it always exported fine.

Here is a list of reasons why max might crash on you when trying to export .jms :
