halo 2 skinning q's

1st question:
I know how to skin and everything but i was wondering y my skins dont appear untill u get close to them or scope in on them?
2nd question:
whenever i try to change the bitmap texture of the level itself like the color of the snow in containment it doesnnt change it and that goes for almost everything else in the map that is already internal. Can someone please tell me how to fix the first question and do the second one?
any help would be greatly appreciated thank you.
