Question About Adding Chunks to a Map.....

If i add Chunk(s) to a map and use them to spawn like a Relic gate with out me having to replace like a weapon or a vehicle. would other Non-Modders be able to see it? Like on XBC?
My freind says," No, they cant. The olny way for them to see A relic gate spawned on the map is to replace a weapon or a vehicle."
But, I Think he is wrong. Ive seen videos were this guy made a spiral Staircase of relic gates going to the top of the tower. He spaned like 20 Gates! And i know for a fact that he didnt place them with a Plasmsa Pistol ,becuse they were in a perfect spiral. and there isnt enoght weapons or vehilces on the map to do that. so he HAD to have had added chunks to the map and spawned relic gates all over the map with X,Y,Z cords........
And Non- Modders were jumping on them!
So if i added Chunk(s) to Lets say Relic and Spawned Relic gates on the map. Would Non-Modders be able to see them and jump on them?!
