It comes with the HEK and you can only open it with the command prompt.

I like your sentences. They are straight and to the point eh?
1. Go to start.(bottom left of desktop)
2. From start go to "run".
3. In the "open" box type "cmd" and press ok.
4. Now you are in the command prompt.
5. Now navigate to wherever you installed the H.E.K.
6. Do this^ by typing in the command prompt "cd c:\program files\microsoft games\halo custom edition".
7. The above example in the quotes is where I installed the H.E.K. which is the default path. If you're not sure where you installed the H.E.K. it is probably there.
8. Now you should be in the correct directory. Type "tool.exe" and hit enter.
9. This is tool.exe. By typing "tool.exe" and hitting enter it gives you all the commands that you are able to use inside of tool. Any other help about making a map using the H.E.K. including tool is answered in the tutorials.
