Need help with trail making and scaling

I just starting making maps yesterday and I'm still getting to know the fundementals of the process, but I have been able to make a few simple, working maps. The tagging I think will come with time, but I'm having a bit of modelling trouble I'd like to fix ASAP.
1. Can someone help me with scaling the geometry? I'm working in 3DS Max using the generic units and can't seem to find a good size for hills and such. Should I be working in the hundreds or something smaller? Is there some known size for an object like Master Chief is X units high or the Blood Gulch cliffs are X units high?
2. Is there an effective way to cut trails out of cliffs? I'd like the trail to be relatively flat while the cliffs are steep, but I always end up with impossible jags when I try to move edges or vertices.
