Well, I believe experience is always a matter. You will alwys know what to do, what not to do, and how to do this or that. Anyone can make something good, you just need the experience and the know how to do it. Experimentation is always a good idea. I've never skinned before (working on UVW as we speak!) but based on just other CG stuff, this is my opinion.

While experience is definitely a factor, you can model and skin a thing without knowing exactly what to do, the programs these days give you so much flexibility. If you are doing a model, you can go down to the bare-bones by placing vertices and making the faces (which is a lot of time the best way). For skins, you can go down to using the paint tool. Experience is definitely a factor, but you can learn rather quickly if you use the right techniques.
