Help with HMTv3!!!!

hey i always get this error:
The application failed to initialize properly (0xc0000135).Click on OK to terminate the application, i dont know wetyer i have the proper .net microsoft thingy, can some1 get me a link for the real version?(of the .net thingy) thanks?!
