HEK install problem

I got this error when i try to install HEK with the .exe file:

Setup was unable to find (or could not read) the language specific setup resource dll, unable to continue. Please reboot and try again.

I already rebooted and tried again 3 times...
If anyone could shed some light on this it would be greatly appreciated.

try reinstalling halo....thats all i can think of

That really doesnt have much to do with the install program. and its a fresh install and patched. plus a fresh CE

Re-download HEK, and try to install that one.

I tried redownloading. reinstalling, redownloading, rebooting you think of it i did it.

Maybe im not doing somthing in order? Because now when i run it it goes to the Halo setup screen. With play and add / remove ect.

Well the setup wouldnt work at all if i didnt have it. I downloaded it anyway and it still does that

everyone except dalamar has just been guessing, dont guess, it just makes the person try unneccicary stuff, you need a os with those regional settings, like xp

so why does halo need only 98 and up, ce need 98 and up, but HEK needs either NT or XP? just some microshit business idea? (i am running on a 98 second edition and both halo and halo ce work flawlessly).

well... hek is more advanced than halo ce and pc mainly because it requires a program that costs 3k$ and is made for high end computers...
