Which plug-in do I need (skinning question)

I Just wanted to know how plugin can "over-lay" a color over a picture...


say I wanted to change the color of the hog... but keep the original outlines... what plugin would i need to buy or download?

If you have PS, then make new layer, paint it all the colour u want, then somewhere in a tab, put overlay
