IRC Rules
As of today, a new set of rules have been introduced to the IRC chat. The rules can be found in the post below. Hopefully these rules will ensure that new users are treated more warmly in the IRC chat.

HaloMods IRC Rules
Motivation
It was hoped that a "common sense" approach to what is and is not considered acceptable behaviour would be sufficient to guide discussion and to keep the channel under a reasonable measure of control. However this has not been the case.
During afternoon and evening American times certain users have been misbehaving in the absence of oversight from operators. This must stop. While we consider it important to allow users the freedom to talk about the topics that interest them, things have gone too far, and it is felt that a certain level of communication must be enforced. Complaints have been received regarding the conduct of some members of the channel, and it has been agreed that this will change.
A more specific set of rules will now be enforced, with the aim of making the channel a more accessible and pleasant resource for the HaloMods community.
Operators
Channel operators are responsible for the day-to-day running of the channel and, where they deem necessary, moderating the discussion.
Operators are authorised to hand out punishments to users who they feel have broken the rules, or are misbehaving in some other way. When and if to deal punishments is entirely at the discretion of the operators, as in the severity of the punishment itself, e.g. length of ban. Decisions made by operators are final. Do not argue with operators over such decisions, as this may also result in (further) punishment.
Users who have been dealt a punishment may ask the operator responsible, once, to reconsider.
Users are asked to bring any behaviour they find objectionable or that they believe to be in violation of these rules to the attention of an operator as soon as possible.
Operators are available to provide help and assistance to users of a technical nature, i.e. regarding IRC and IRC software. Unless the query is of a sensitive nature, it is preferred that users ask for such help in public so that others may benefit from the answer.
Channels and their purpose
Currently HaloMods provides two channels: #halomods and #halomods-tech.
#halomods is intended for general discussion, and as such has no particular topic of conversation.
#halomods-tech is reserved for discussion of a technical nature. This is not just restricted to modding but also computers & technology in general. Discussion that is off-topic is discouraged.
This does not, however, mean that #halomods is a "free-for-all", or an "anything goes", channel. See the rules section for details.
Ettiquette
Discussion in all HaloMods channels is expected to remain mature and sensible at all times. Users are expected to maintain a professional and courteous attitude.
The rules
No Spam.
This should be obvious, but it has to be spelled out anyway.
Do not repeat something over and over again.
Do not post an excessive volume of messages.
Do not repeatedly change nicks.
Do not repeatedly join and part the channel.
Etc.
No Flames.
While swearing and bad language is not prohibited, users are expected to keep such language to a minimum.
Do not insult or attack another user.
No ad hominem etc.
No griefing.
This covers all kinds of harassment in general, and is mostly left to the operators discretion.
Do not steal nicks or impersonate another user.
Do not harass a user in private, e.g. via private message (pm).
Do not link to objectionable content, e.g. shock sites, porn, etc.
Stay on-topic.
If a channel has a specified topic of conversation, then users will follow this instruction.
While this rule is somewhat flexible - we understand that conversations can flow from topic to topic with ease - it is expected that the bulk of conversation is on-topic. Repeat offenders may be asked to go elsewhere.
In closing
The rules are intended to be fair and provide a balance between strictly moderated discussion and chaos. It is understood that there is a fine line to walk in order to provide the best experience for the largest amount of people, and so feedback on this document is welcomed in order for us to continue to improve the HaloMods community.

Also: The option to join #citrus can be made if you don't want to follow any of the rules as stated above and still want to talk to other modders
