There was never a plan to release the tools with Halo because the shipping version of Halo cannot handle end user editing or content creation in the appropriate manner. Anyone or any source that stated that was incorrect.
There is no specific release date for the tools or editing kit, I stated a few days ago that it would be at least a few weeks meaning hopefully sometime between late October and mid-November. As I have stated before, the editing kit is a significant amount of work.

It looks like it will probably be released within a month, but we will see. The new development mode sounds pretty cool!No, what it means is that at some point there will be a patch that will be a highly modified halo.exe that will be required for everyone regardless of whether or not they want to do Halo development or editing. They can either autopatch or manually download and patch just as has occurred with the last 2 patches.
This patch will most likely contain other fixes but its main purpose will be to add in a development mode for Halo as well as other features related to editing.
The Halo Editing Kit will be released around or shortly after this patch. The Halo Editing Kit and tools will require the updated version of Halo to work.
