Do you think Users should be shut down/merged?

If they merged, it'd be the last straw. The user forums seem to have been de-n00bed to an extent, merging them would throw that all away. The user forums should NEVER be merged with files and should NOT be deleted. It's the only place left on Halomods where you can have an almost serious discussion without some gang of 10-year-old Coldsnap fanboys charging in and spamming the place to hell.
No merger.
No change from phpbb.
No deletion.
If the user forums go, so do I.
While you are correct that the user forums has cleared out alot of noobs, think for a second. In a couple of months from now when H2:V comes out, wave after wave of noobs will come. We have a chance of being able to deal with it with;
A.) A larger staff
B.) Only one forum to manage.
You have to give it a chance. It has a strong potential to benefit the site in the long run.

In the long run... It's taken what, 2 years for the noob flow to slow down and the place to become better? I mean, back 2 years ago the happy community of 3,000 suddenly got walloped with 1,000 new members, mostly complete morons, in a month if I remember correctly. In the end most of the original members got fed up and left.
Now, we have a fairly close-knit group here who hang out and chat, the odd nublet shows up, but it's getting to be pretty good around. If we merged the forums, WHAM. Upwards of 43,000 more members, give or take... plus then we have the dupe accounts for those on both forums. Not to mention all the work it would take and the high potential for something to go wrong somewhere along the line.
Keeping them separate is easy, it keeps the place from flooding with confusion, noobs, fanboys, and serial spammers, and it stops our happy little group being washed away in the tide. More staff is the way to go, and if need be we could simply cap registration for a while and clear it out a bit, then let people in "on probation" as such. If a new user is showing signs of going bad, bye bye to them.
I left the files forum about a year ago for a reason. When I finally came back, I hung around for a week or two and now I'm gone again, because it's just too full of complete idiots and as good a job as the staff are doing, 20-odd staff with maybe 10-12 active trying to control over 40,000 members doesn't work so well.
