The Arbiters are back!

I do have an arguement here.
There are two MAJOR sides to the conflict.
On one hand, Arbiters a great idea. A handful of moderators and Junior admins can't control every forum, with hundreds of people joining each and every day. Arbiters are given control of a specific forum that they express interest in, and thus they will work to keep it clean. Moderators can't do it all, and tend to leave some topics they dont like alone. No offense, it's human nature.
On the other hand, Arbiters aren't necessary. If you were to add a couple more moderators, than they would cover what 10 arbiters could do. I suppose arbiters were a great idea-on the drawing board. I understand it is only an experiment. Arbiters aren't doing any harm. However, I don't believe that the thought put into these junior moderators is up to par with the amount needed.
I know it seems like a harsh thing to do to a new user, but I believe some sort of a quiz should be necessary for someone to join. The user must be able to asnwer questions to enter any forums. If they haven't they cant join that particular forum. They can take the quiz's an unlimited amount of times. However, if they break anything covered on these quizs, they would be banned for, perhaps 7 days. if they dont come back on halomods for over a month or so, thjey have to retake the quiz.
I may have my disagreement with many things about this community. I fail to see why the option of removing the halopc modding section was even considered. That section is truly what this website was formed around. Sure, there was Xbox, but many fewer people could mod their xboxs than open a map in HMT and mess around.
I still think that this community is respectable, even if I disagree with many things about it. I don't even agree with soem of the moderator and JA positions, but my opinion is my own, and I am not going to voice it, as it has very little effect on me.
Anyway, I just hope this opinion gets considered.

Trust me, I've worked both sides of this several times. These points were made long before you posted and we tried to work them out. No matter what we do, each side of any argument will have 'valid' arguments, so someone has to make a decision using some of the informations provided by both sides for a better good; but we'll still have arguments. Thanks for your comment, and as you can see I read it, but the higher staff such as the JA and admin (Gren doing a lot as well for some who think otherwise) are doing their job, so let's let them do it with as little complaint and as much cooperation as possible.
