Sure, that would be just fine with me if you put it in your map pack. Honestly, though I think it'd be a great idea and would love to help you with it, I'm not going to be able to take over the whole skin for you. I can help you out with a few textures here and there, but I have too many other things I'm working on at the moment. Plus, Headlong is such a beast to skin... It burned me out the last time I did it. Good luck, though, and let me know if there's something spicific I can helpyou with. I once thought about ScottyGEE's active scenery rain on this too. He came out with his rain a week or so after I started this skin. The Only problem, however, is that relic won't open with insolance, so if he needs insolance to do that rain, it won't work. Here's my stab at making a mainmenu description to match the picture:

Also, the description is great and well thought up. The only problem with that, though, is that there isn't a ring on the map anymore. It took away too much from the storm (Greennc's idea, one I support and appreciate) so it's not really on the halo. But again, it's a very well thought up writeup, and I really like the main menu picture.

Well, you could say the clouds are covering any view of the ring...
Where exactly is this supposed to be if not on a Halo? It's blatantly non-human architecture* since it has a huge resemblance to all the other Forerunner stuff, so it can't be on Earth. Give me some sort of idea where it is, and I can do another writeup. I love doing these, I've made them for all my MainMenu entries.
*There are theories amongst the Halo community that the Forerunners are human, and it's actually pretty interesting.

Yeah, though I've not heard that theory from others, I happen to support that notion myself. Only humans are called reclaimers and can "reclaim" the key, and the "arc" happens to be on earth.
Anyway, you can say whatever you'd like to say about it. It dould look a lot like the clouds cover the ring up, and honestly, most people will never know that the ring's not even there. So, go ahead and say exactly what you said to begin with. I liked that writeup... it goes well.

Theres no need for insolence to have active scenery in the level, all effects etc are already in the map. AlthoughId need to use Paintbaillers chunk thing to add the rain and nother problem would be that ud only have...70 droplets of rain...its a big map...The only other option would be to do what tycko said, and thats to add chunks to the itmcs with different projectiles of varying sped nd arcs so itd be more random...

Howdy. So, ScottyGEE, is this something to be considered then? If so, that would be sweet. It would add a neat-o feel to the map, I think. Also, it wouldn't have to be raining hard by any means: the storm is, after all, almost there, not actually there. The rain clouds look to be just ariving, and therefore would bring just a very light rain.
Anyway, if you'd like to do that, let me know. It would be great, but at the same time, I'd understand why you wouldn't want to: it would take a while to do.

It could be considered...Ive been fairly busy so Ive been putting off all projects i can think of. Although, it should be a relativley simple project if Dark Matter works with the added chunks, otherwise I'd probly just scrap the whole thing altogether.
As for the rain falling diagonally, it most certainly can. No offence intended but its active scenery meaning you can position it as you would any old itmc. You'll need a plugin that supports Pitch Roll and Yaw to be able to do it, and if you dont have that, insolence would as IFP's map out the whole tag, so it'd be a bit of trial and error (the easiest way to do that would be comparing a sword with a normal one coz it's pitch is like 1.57 or something).
So Theycallmechad, there is a chance of it happening, I could even include lightning and maybe even thunder in the distance, but don't take it personally if I don't do it.
