I threw this together because i thought it had a bunch of things that people would want for skinning if they didnt have PSP or PS.
It has..

Paint.net
PhotoPlus 6.0
But those are only install programs (.exe) because they are all big programs
Along with signature and skins folders and a readme and short tutorials.
The readme comes with links to the websites for the programs.
