Very few server load on halo pc please help!

Ok so I have halo pc, and I keep trying to play with my friend. But whenever I create a party he can never find mine, and whenever he creates one I can't find his. Even by direct IP it still doesn't connect to each others games. Now the weird thing is as well, is that when he searches for multiplayer games, he gets a good like 30 servers or so. When I search I only get like 4 or 5. And we are using the same exact settings as well.
Can someone please help me to get this to work so we can at least join the same parties or something?
(we have also tried joining random peoples parties too and he'll join one I can't find, and the same goes for him)
