Scattering tool

I'm trying to use the 'Scattering' option in Photoshop 7 with the smudge tool, however, I can't.
Yet, it works with the rest of the tools. I know this can be accomplished, but I don't know how to 'enable' it.
Edit: Nevermind. It's only a CS+ tool.
