Image sizes?

Why is it that no matter how much i resize of lower the quality of a avatar I'm trying to make its always above 10kb? I cant get it to go any lower in photoshop. I know there has to be a Easy way.

Save it in MSPaint as a .jpg

That worked....kind of. The avatar USED to be about 20kb now its 12kb

GIF tends to be smaller, due to its typical color palette, and at the lower size, the palletization isn't really noticeable.
