Cant change xbox live settings on xbox live account

I have an xbox live account but i can not access myxbox live settings to change what i need to change when i click family setting and xbox live it brings up three outta the 4 gamer tags whats wrong??? its making it so i cant talk in halo 3 matches .... only in the lobby
