HaloMods "Classic" Read-only Archive

I use Firefox and WInRar, and everytime I try to download an attachment (EncryptoSig, SPPF, etc) and try to open it directly from the Rar screen and open it gives me this error.

"The application failed to initialize properly. (0xc0000135) Click on OK to terminate the application."

Do you have the .net framework 2.0?

I doubt it. I just reformatted my computer because my brother was having a bit of fun on Frost Wire
