HPC Cargo seat on pelican

ok what is up with the cargo seat on the pelican.....
seat number 7 is named cargo. does it not work? or can i do somthing freaking unbelievable thing that im overlooking?

If you have ever seen the tank/hog hanging from the pelican its to do with the cargo seat, but for some reason you cant spawn a vehicle there. I have been researching it, but I still have discovered nothing. Its not very important though.

maybe if you go into HHT and make that actv... which is prolly nulled out, a hog or somting , you trired that?
