I'm planning on buying a new graphic card for a cheap price (under 100$) and the one i found was this one: ATI Radeon 9200 128MB AGP

Is it good for someone who want to play Halo?

Make sure your motherboard has an AGP slot if you are buying an AGP Card (only older, as in ~2 or more years old, computers will have one).
The price for that card is not very good. Here would be my suggestions for a graphics card under $100:
If you have an AGP slot: SAPPHIRE 100151L-RD Radeon X1300 256MB
If you have PCI-E x16 slot: ASUS EAX1300PRO/TD/256M Radeon X1300PRO 256MB

Both of these cards should easily be able to play Halo at max settings.

my Dell that I bought six months ago doesn't have one Grr so I had to buy a PCI gfx card, but I don't play many games on it

No. Do not get a 9200. Thats the one I had earlier. That thing overheats like hell. Splurge on a one up and get a 9600. That way, not only will you be able to play Halo, its also compatible with BF2 :P

my x800 i keep bragging about i got for cheap, lemme grab a link if i still have it, and see if the price has dropped at all.

link - hey, it dropped to 72 bucks (after a 30 dollar rebate). good bargain card imo.

I used to have an X800 (it was passively cooled and it overheated and died :( ). But they are good cards, they can play Half-Life 2 at medium-highish settings, and all the latest games at mediumish settings. (And of course Halo at max settings)

wow, passive cooling... i've never really been a fan. anyways, yeah, i love it as a bargain card. after i buy more RAM and start saving up cash again, i might consider buying a newer card *buys lottery tickets and stares at a 7950 picture*
