When i try to install VB c# Express edition

I get error 1406 cannot write value to key /software/classes/.dtd/openWithList/VCSEExpress.exe. Verify that you have sufficient acces to that key, or Contact your support personnel.

And I am the admin on my Computer.

Ummm, Visual Basic is a totally diffrent programming language than C#......

So are you trying to install VB or C#?
