How do I mod the main menu?

Can anybody tell me how I can mod the main menu for Halo:PC [combat evolved]? And the programs needed, ect. Thanks.

I think you have to use the delca or decal(not sure how it's spelled)plugin. Get Phenomena's plugins, the two or however many you need are in it.
